Frostburg State University is the host for the counties of Washington, Allegany, and Garrett Counties. We have consultants located in the economic development offices in Allegany and Washington Counties as well as Garrett College, so we help in regional economic development by assisting small businesses get started and grow. We offer training classes in these same counties that teach small business owners what they need to do to start and grow small their own small business. One of our specialities is assisting clients obtain traditional financing.

Pop-Up Shop/Business Incubator Program

FrostburgFirst, in partnership with the City of Frostburg and the Small Business Development Center at FSU, is pleased to announce a pop-up shop and small business incubator program that will bring together entrepreneurs, artists, makers, and small businesses with local property owners to activate vacant spaces in downtown Frostburg. The vision for the program is to cultivate an encouraging environment for entrepreneurs by increasing storefront occupancy and fostering sustainable businesses that enhance downtown Frostburg revitalization.

Frostburg is home to unique small businesses, a thriving arts community, and creative entrepreneurs. FrostburgFirst believes that expanding active retail spaces will benefit residents, existing businesses, and visitors alike.

The Pop-Up Shop and Small Business Incubator Program is intended to attract small retailers and/or service-based businesses to the Frostburg Arts & Entertainment District by offering assistance with start-up costs including rent, utilities, materials, insurance, and marketing to give the selected businesses the opportunity to test their products and services. FrostburgFirst hopes the program will create opportunities for future business owners who have had trouble finding accessible, affordable, and flexible spaces and allow them to create, expand, and nurture their small business with relatively low risk in downtown Frostburg.

Three types of applications will be considered:

  1. Space-sharing in existing businesses (for applicants who need limited space or have limited inventory),
  2. Market/cooperative space (for multiple applicants with complementary concepts and limited inventory),
  3. Storefront (for applicants who have the inventory and resources to maintain their own shop, and/or wish to open a pop-up suggested by the SBDC).

Mission: To develop and implement a pop-up shop/business incubator program to increase storefront occupancy and create sustainable businesses that enhance downtown Frostburg revitalization.
